Using docx4j:

WordprocessingMLPackage wordMLPackage = WordprocessingMLPackage.createPackage();

Then, if you want to add text to it:

wordMLPackage.getMainDocumentPart().addStyledParagraphOfText("Title", "Hello world");

I'd like to second the use of docx4j. Of all the options, docx4j seems like the best option for me. In fact, I wrote a blog post on my experiences with the library.

Either try to find a library that provides .doc output - the link provided helps - or try to get the .doc specifications and create the output yourself.
